The first step involves one of the petitioners to be a US citizen, and not a Green Card petitioner. Number two, you must have met in person already. You are unable to get a visa if you only have a phone or internet relationship. Number three, you must show proof that you will be able to support your fiancé by your own means, and they will not become a burden on the on public. Number four, and this is the most important, you must prove that you have a relationship based on love, and they are not just a friend.
If you can collect all the documents that show proof of the above four steps existing, you should be able to bring your foreign fiancé over to the united states.
